TLR Executive Board 2025-2026

Layton Coker

Editor In Chief

Layton is originally from Waco, Texas. He is a graduate of Baylor University, where he majored in University Scholars with concentrations in History, Political Science, and Great Texts of the Western Tradition.

Layton joined TLR because he wanted to be a part of a scholarly community that not only produces excellent legal writing but also engages with real-world issues in a meaningful way. TLR’s commitment to both academic rigor and public impact greatly resonated with him. As Editor-in-Chief, Layton is responsible for the oversight of the journal’s operations, including managing article selection, coordinating the workflows of out editorial teams, and communicating with our authors. Layton also enjoys helping to lead the candidacy program and supporting the development of TLR’s next generation of editors.

Layton’s legal interests include environmental law, federal courts, and the intersect of law and economic justice. His 1L year, Layton ran the Knoxville half-marathon and is currently training for the full marathon next spring. In his free time, you can find him cheering on the Baylor Bears in all sports!

Megan McQueen

Managing Editor

A native of Johnson City, Tennessee, Megan has deep roots in the Volunteer State. Megan obtained her bachelors degree in forensic anthropology and psychology from the University of Tennessee, and is now a double Vol.

Megan joined TLR to help shape important legal discourse through our publications. In her role as Managing Editor, Megan is responsible for the administrative activities required to run the law review. She also manages the candidacy process in the spring, and administers the TLR orientation program in the fall.

Megan is interested in transactional law and will be clerking for the Delaware Court of Chancery after graduating from law school. When she’s not in the law review office, you can find Megan reading or watching Formula 1!

Mariel Cuellar

Publications Editor

Mariel is originally from Indiana and holds a Bachelors degree in Environmental Science from the University of Notre Dame.

Mariel joined TLR to sharpen and maintain her legal writing skills. As the Publications Editor, Mariel shares responsibility for ensuring the quality and integrity of TLR’s finished product. Her duties include overseeing the authority verification process, supporting the research efforts of the editorial staff, and final formatting of each issue for print.

Mariel is most passionate about civil rights law, and has worked for public interest organizations, such as the ACLU of TN and the Southern Environmental Law Center, during her time in law school. After graduation, Mariel will be clerking in the Western District of Tennessee. Mariel is very involved around the College of Law, and also serves as a Legal Process Fellow and as Vice President of the Latino/a Law Students Association. In her free time, she enjoys rock climbing and playing guitar and piano.

Riley Walker

Copy Editor

Riley is from Shreveport, Louisiana. She is a graduate of Louisiana State University, where she majored in political science

Riley joined TLR to exercise and improve her research, writing, and analysis skills, as well as to strengthen her community within the Law School. As Copy Editor, she is responsible for the final close edits of published articles and manages her executive editor team.

Riley is interested in transactional law. In her free time, she enjoys running, baking, and pottery. Riley has run three half-marathons since starting law school!

Carter Graves

Copy Editor

From Bruceton, Tennessee, Carter is deeply connected to the Volunteer State. He obtained his Bachelors Degree from the University of Tennessee and is a double Vol. Carter is part of the Pre-Professional Program’s Pre-Law 3+3 program, and holds minors in Political Science and Medieval & Renaissance Studies.

Carter joined TLR because of the opportunities to both contribute to the development of various pieces of legal scholarship and to author and publish his own academic works. As copy editor, he is responsible for the final close edits of each published article and manages his executive editor team.

Carter enjoys learning about health law on both the federal and state levels, particularly as it relates to the intersection of healthcare transactions and healthcare quality. He is also passionate about constitutional law and administrative law. He currently serves as Vice President of the Health Law Society at the College of Law. After graduation, he will be joining Holland & Knight’s Nashville office as an associate in the Healthcare Regulatory & Enforcement practice group.

Grace Tinsley

Executive Notes Editor

Grace is a native of Fort Lauderdale, Florida. She attended Lee University in Cleveland, Tennessee for school, where she obtained both a Bachelors Degree in Healthcare Administration and a Masters Degree in Business Administration.

Grace joined TLR because she wanted the opportunity to be a part of an esteemed legal journal and learn and collaborate with like minded peers. As the Executive Notes Editor, she oversees and reviews the publication of student work in the journal. She enjoys working closely with the board and editors to implement programs that help students publish their legal scholarship.

Grace is most interested in corporate healthcare law and private equity in the healthcare space. She currently serves as President of the Health Law Society at the College of Law. She will be moving to Nashville, Tennessee after graduation to work as a corporate associate for Holland & Knight.

Riley Rodgers

Digital Editor

A native of East Tennessee, Riley is from Chattanooga. She is a graduate of the University of South Carolina, where she obtained her Bachelors Degree in Political Science, with Leadership Distinction.

Riley joined TLR to enhance her writing and editing skills, as well as to contribute to publications on key topics developing in the legal world. As Digital Editor, she is responsible for managing our website and collaborating with students, faculty, and alumni to create and publish online content.

Riley most enjoys tax and corporate law, and is also passionate about both the environmental and economic intersects with the law. In her free time, Riley enjoys reading, spending time with her family and friends, and traveling.
